Ghana

Situated on the southern coast of the West African bulge, Ghana has an area of 238,540 sq km (92,100 sq mi), extending 458 km (284 mi) NNE–SSW and 297 km (184 mi) ESE–WNW. Bordered on the E by Togo, on the S by the Atlantic Ocean (Gulf of Guinea), on the W by Côte d’Ivoire, and on the NW and N by Burkina Faso, Ghana has a total boundary length of 2,633 km (1,635mi), of which 539 km (334 mi) is coastline. Comparatively, the area occupied by Ghana is slightly smaller than the state of Oregon. Ghana’s capital city, Accra, is located on the Gulf of Guinea coast.

Ghana Import Rules

• TARIFF RESOURCE: Cotecna’s Ghana Tariff Book. Applied on CIF.
• TAX: There is a 12.5 percent value added tax on most products applied on CIF + duty. There are additional taxes on some products. A Special Tax of 10 percent applied on the CIF + Duty is imposed on selected commodities, and an Excise Tax of applied on CIF is imposed on selected products.

IMPORTATION OF VEHICLES

Vehicles may be imported duty-free if used for commercial purposes. Otherwise must be disposed of or
returned after a period of one year after the date of importation. Vehicles over five (5) years old pay a
graduated duty and penalty, according to year of manufacture. Only left hand vehicles are allowed.
Size limit above 1600cc is dutiable.

Import Duty is based on CIF value while VAT is on the duty inclusive value (CIF + Duty)

C: For the purposes of levying taxes the value of a vehicle shall be deemed to be the Home Delivery Value depreciated as below plus the Freight and Insurance as Stipulated under Section 90 of PNDC Law 330, 1993.

 

• 10% import duty on all motor vehicles
• No local content requirements
• No export performance requirements
• Import ban on vehicles older than 10 years old (implemented in June 1998)
• Sales tax on all motor vehicles, based on engine size:
• 0%: vehicles with engines under 1900cc
• 15%: vehicles over 1900cc
• Additional 17.5 % special tax on vehicles over 2500cc

Over-aged Vehicle Importers are Penalised

Ghanaian Parliament amended the Customs, Excise and Preventive Service (Management Law) of 1993 on the importation of over-aged vehicles. The amendment makes provision for the payment of penalties in respect of all over-aged vehicles shipped into the country. The Act took effect from August 12, 2002.

PENALTIES FOR MOTOR CARS

• Motor cars aged more than ten years but less than 12 years attract a penalty of 5% of the Cost, Insurance and Freight (CIF) value of the cars
• Those above 12 years but not more than 15 years old are to attract a penalty of 20% of the CIF value
• Vehicles of more than 15 years old attract 50% of the CIF value

COMMERCIAL VEHICLES – (BUSES, COACHES AND VANS)

• With respect to commercial vehicles, a penalty of 2.5% of the CIF value will be imposed on those above 10 years but not more than 12 years.
• Those above 12 years old but not less than 15 years old will attract a penalty of 10% of the CIF value.
• Where the vehicles are more than 15 years old but less than 20 years old, a 15% penalty of the CIF value will be imposed.
• Commercial vehicles above 20 years old will attract a flat penalty of 50% of the CIF value.

TRUCKS, TIPPER TRUCKS AND LORRIES

• On importation of trucks, a penalty of 5% of the CIF value will be imposed on those above ten years old but not more than 12 years old.
• Where such vehicles are over 12 years old but not more than 22 years old, a 10% penalty of the CIF value will be imposed.
• A penalty of 30% of the CIF value will be imposed on all vehicles above 22 years.
• For avoidance of doubt, the age of any vehicle will be determined from the year in which the motor vehicle was first manufactured.

IMPORTATION OF RIGHT-HAND STEERING VEHICLES

It is prohibited for any person to import a right-hand steering motor-vehicle into the country unless authorised by the appropriate sector Minister
