Situated in southwest Asia, Jordan has an area of 92,300 sq km (35,637 sq mi). Jordan extends 562 km (349 mi) NE–SW and 349 km (217 mi) SE–NW. Comparatively, the area occupied by Jordan is slightly smaller than the state of Indiana. It is bounded on the N by Syria, on the NE by Iraq, on the E and S by Sa’udi Arabia, on the SW by the Gulf of Aqaba, and on the W by Israel, with a total land boundary length of 1,635 km (1,016 mi) and a coastline of 26 km (16 mi).

Import Duty in Jordan

Customs and excise duties used to provide a large portion of all tax revenues, but following accession to the World Trade Organization, they are no longer so high. All imports and exports are subject to licenses. Import duties are levied by CIF (cost, insurance, and freight) value, with a 0% to 30% rate. There is also a 13% value-added tax (VAT) that is applied to both imported and domestically produced goods. Jordan grants preferential treatment to imports from Arab League countries, under bilateral trade agreements that exempt certain items from duty and under multilateral trade and transit agreements with Arab League countries. Jordan also signed a bilateral free trade agreement (FTA) with the United States in October 2000.

General Guide on Custom’s Regulations for Household & Personal Effects & Cars Kingdom of Jordan

There are no forms for the custom clearance of P.E. & HHE. It is computerized. What is needed is a letter of authorization from the client addressed to the custom POE authorities (airport vs Amman customs vs Aqaba port customs). This letter designates us as the appointed clearing agent to handle the shipment. The client signature on this letter must be notarized from the local bank in Jordan where the client has opened his bank accounts. Now for custom regulations and laws covering clearing formalities, please note the following:

1.      Returning Jordanian. Must be a Jordanian citizen with a valid passport ( the passport must show the national I.D. number on it). The passport shows a cancelled residence permit abroad (i.e. he / she is actually returning to the country to reside.) Documents supporting this claim such as 1) copy of a residential rental agreement & / or 2) client’s children registration forms in Jordanian schools ( if client has young children) are very helpful. The client needs to be present during clearing & electronics & electrical equipment are considered used (inspector judgment), then the shipment is exempted from paying custom duties and taxes.

2.      Expatriates: for regional offices, if the name of the person is on the registration certificate of the office at the ministry of trade and commerce ( usually it is if the person is the acting manager with signature authority,) then the goods will get exempted from custom duties. Again the exemption is considered under the assumption that the HHE are used and not new. If the client’s name is not mentioned on the offices registration certificate, but is an employee of the company, then we address the Custom Department along with the shipping document & P/L requesting their approval to exempt the shipment from custom duties & taxes.

3.      Diplomats: A diplomat must be in Jordan prior to his/her HHE arrival. They are required first to register with the Ministry of Foreign affairs through their Embassy for them to be granted exemption status of custom duties and taxes on their HHE & Cars.

General Used Vehicle Customs Regulations

 Due to new regulation covering the import of used vehicles into Jordan, it is no longer allowed to custom clear said vehicles at Aqaba port/ Amman terminal. Only new vehicles( current year models with zero mileage ) that are imported by the local agents can be custom cleared at point of entry as the certification from Bureau Veritas do accompany the vehicle from origin.

 Used vehicles must be transported to the Zaraqa Free Zone in order to be tested by Bureau Veritas to determine its eligibility to enter the country as per specifications of the Jordanian Bureau of motor vehicles & licensing Department. Vehicle must pass the test, if not, necessary recommended modification / alteration made by the Bureau will need to be arranged to meet the country specification. In this case the client is responsible for the costs associated (if any.)

 This has added extra cost for importing used vehicles into the country as vehicles needs to be transport in-transit from point of entry to Zarqa Free Zone under the bank guarantee of the freight forwarding/ clearing agent. Once the vehicle is tested and approved, the clearing agent will arrange to clear the vehicle from the Free Zone customs for licensing before it is delivered to client.

To determine the customs duty and taxes applicable on a used vehicle, first the customs department will determine the value of the car by getting the value from the local agent for that vehicle newest model.

Once the value is determined by the customs dept., the following custom duties and taxes are applied:

Custom duty: 25% x the determined value of the vehicle = Duty
Value added tax: 25% applicable on (the value of the car + the custom duty)
Sales tax: 16% applicable on (the value of the car + custom duty + VAT)

Total duty and taxes payable will be the three above.

 The above is a general guideline for importing used vehicles into the country and does not include the licensing fees or insurance. For diplomatic missions in the country, the vehicles are exempted from paying the above custom duties and taxes and the exemption must be applied for through the ministry of foreign affairs. As for regional offices in the country, vehicles are imported under temporary entry custom formality whereby the custom duties and taxes applicable needs to be guaranteed by the office by posting  a bank guarantee with the directorate of customs department in the amount  of the exact custom duties and taxes as per the above formula. Once the vehicle are re-exported out of the country an application must be made by the regional office accompanied with the finalized re-export custom from to the directorate to cancel & return the bank guarantee in order to close the official files under which the vehicles were entered into the country.
