Bahamas Top car importer from Thailand

The Commonwealth of the Bahamas occupies a 13,940 sq km (5,382 sq mi) archipelago which extends 950 km (590 mi) SE–NW and 298 km (185 mi) NE–SW between southeast Florida and northern Hispaniola. Comparatively, the area occupied by the Bahamas is slightly smaller than the state of Connecticut. There are nearly 700 islands, of which about 30 are inhabited. New Providence, 207 sq km (80 sq mi), although not the largest, is by far the most populous and most densely populated island. The total coastline is 3,542 km (2,201 mi).

The Bahamas is a member of the Caribbean Community (CARICOM), however, because it is not a signatory to CARIFTA, it does not apply the Common External Tariff (CET) for customs duties purposes. Beginning in 1996, the Government embarked on a process to modernize, simplify and make Customs Import Duties fairer by adopting the Harmonized System (HS) of nomenclature and moving to an ad valorem system. The former 129 ad valorem and specific rates of duty were reduced to 29 different rates. In some cases, reductions in the level of duties were introduced. The structure of Stamp Duties remained unaffected.

Most imports are subject to high but non-discriminatory tariffs. The Government recognizes that it will be increasingly difficult for The Bahamas to stand aside from initiatives to liberalize trade on a regional and global basis and has indicated a willingness to engage in discussions/negotiations on hemispheric free trade e.g. FTAA. The Bahamas has initiated the process of joining the World Trade Organization (WTO). Participation in the FTAA and the WTO almost certainly require major changes to The Bahamas’ import regime. However, the Government is of the view that the present taxation system is adequate to meet its needs, an income tax system is not required and import duties should remain as the major source of Government revenues – in short, nothing must jeopardize the tax haven status of The Bahamas.

Import Duty on Vehicles

Customs duties are applied on the CIF value of imported goods. The import duty on automobiles is 45 to 75%, based on car book value. There is also a 7% stamp duty on top of that.

Import Duty on Parts & Accessories

All motor vehicles parts imported into Barbados are subject to a 35 – 50% import duty. 7% stamp duty is additional.

Customs Valuation

Most imported goods are valued based on their actual cost as evidenced by an invoice. The Customs Department only honors discounts of up to three% given by exporters. Customs officials determine the value of automobiles with reference to standard valuation guides. Freight and shipping charges are included in the value assessed.

Import/Export Documentation Requirements: Entry forms are required by Bahamian Customs for goods coming by sea, air or post. A genuine invoice (original or copy) is required. Goods may be cleared through Customs without a proper invoice if the importer leaves a deposit (usually double the estimated duty) and agrees to present an invoice at a later time.

Bahamas under pressure from WTO to reduce its high tariff

WTO – World Trade Organization – is set up to increase trade between participating countries. This is why everyone is jumping in to join to make money by exporting wherever they please. If countries had their way they would like to export to other countries with freely but erect barriers to imports from other countries. WTO tries to ensure that free trade goes both way and makes sure that tariff and other barriers are reduced.

WTO is apparently talking to the Bahamas to explain their high tariffs for transport sector imports.

Because 40% of the Bahamas’ imports are transport related (new and used cars, parts, and fuel), they’ve grown used to the extra revenue and need to keep the budget balanced. WTO says this is violation of free trade and an act of protectionism. If the Bahamas’ government doesn’t come up with a valid reason to keep high taxes (such as for “environmental reasons”), they may be forced to reduce tariff rates for imports
