The European Union is composed of 27 independent sovereign countries which are known as member states: Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom.[22] There are three official candidate countries, Croatia, the Former Yugoslav Republic of Macedonia, and Turkey. The western Balkan countries of Albania, Bosnia and Herzegovina, Montenegro, and Serbia are officially recognised as potential candidates.. The Faeroe Islands, Greenland, the Canary Islands, the British Channel Islands and the Åland Islands are not part of the EU customs area. They are regarded as areas outside the EU. There are also some small areas of some EU countries that do not belong to the EU customs area either. The customs rules applying to areas outside the EU are the same as those applying to countries outside the EU.

Denmark is southwest of Sweden and south of Norway. Denmark borders both the Baltic and the North Sea. The country consists of a large peninsula, Jutland (Jylland) and many islands, most notably Zealand (Sjælland), Funen (Fyn), Vendsyssel-Thy, Lolland, Falster and Bornholm as well as hundreds of minor islands often referred to as the Danish Archipelago. Denmark has long controlled the approach to the Baltic Sea, and these waters are also known as the Danish straits. The Faroe Islands and Greenland are autonomous provinces of Denmark with home rule, but are not members of the European Union. Greenlandic is, however, an official language of the union.

European Union Customs Duty

The European Union is a customs union which means that the same import duty rates are applicable in all member states.

European Union Tariff Rates

Motor vehicle imports from non-EU and non-EFTA countries are subject to common external tariffs (CET) that range from 5.3 to 22 percent.

  • Passenger Cars: 10%: passenger cars 12.5%: electric-motored cars
  • Trucks: The CET for diesel- and gas-engine trucks is either 11 or 22 percent, depending on the vehicle engine capacity.
    • 11%: diesel or semi-diesel trucks with an engine capacity of 2.5 liters and below; gas-engine trucks not exceeding 2.8-liter engine capacity
    • 22%: diesel or semi-diesel trucks with an engine capacity exceeding 2.5 liters; gas-engine trucks exceeding 2.8 liters
    • Dump trucks are subject to either a 6 or 17 percent duty, depending on engine capacity
    • 6%: dump trucks with an engine capacity of 2.5 liters and below 17%: dump trucks with an engine capacity exceeding 2.5 liters
    • All trucks made specifically for the purpose of transporting highly radioactive materials are subject to a 5.3 percent CET.

EU’s Single Internal Market (“EC-92”) and the Type-Approval Directive

The EU’s single internal market became official on January 1, 1993. Part of the “EC-92” effort includes the initiative to remove technical barriers to the free movement of products within the EU. The program’s greatest impact on the automotive sector has been in the area of standards. The EU Commission has attempted to harmonize automotive technical and environmental standards between the member states. EU legislation also covers noise and particulate emissions, as well as safety. For example, as of January 1, 1993, all motor vehicles in the EU must have a catalytic converter.

In addition, the EU’s type-approval directive (EU Council Directive 92/53) eliminates the need for national type-approval requirements by establishing one set of rules for automobiles and their parts throughout the EU. This directive aims to clarify the type-approval procedure for motor vehicles, separate technical units (i.e., trailers), and components. It simplifies the documentation, designates the type-approval number on a separate technical unit as certification of conformity, and defines vehicles, separate technical unit(s), and component(s). Certificates of conformity, as specified in Annex IX of EU Directive 92/53, will be required in order for an automobile to enter into service. For component approvals, an approval issued under relevant regulations of the U.N. Economic Commission for Europe (UNECE) is recognized as equivalent to an approval granted under comparable EU legislation.

In March 1992, the EU Council formally adopted the few remaining pieces of component-related legislation necessary to make whole-vehicle type approval a reality for passenger cars. In June 1992, EU member state officials approved the adoption of EU legislation creating a single system for certifying that passenger cars meet safety and other technical requirements. The legislation established a EU type-approval system to replace the twelve member state national schemes.

In 1996, the EU type-approval system became mandatory. Vehicles with EU type-approval can be marketed anywhere in the Community. Therefore, a vehicle need only receive type-approval certification in one EU country to be accepted in all other member countries. To receive type-approval, products may either be brought to a testing facility or manufacturers may opt to maintain their own approved, on-site equipment. Nevertheless, U.S.-and EU-origin automobiles must still be certified to this single set of rules by an authorized member state agency. A similar system was adopted for type-approval of two and three wheeled vehicles, and became effective on January 1, 1994. Value-added taxes (VAT)

As part of the establishment of the single internal market, the EU member states have also begun to harmonize their VAT rates into a narrow band of approximately 15 percent. Until that time, VAT rates are country-specific, and in some cases, sector-specific; the rates fluctuate between standard, reduced and luxury VAT rates. However, standard VAT rates are generally applied to vehicles throughout the EU. EU VAT rates currently range from 15 to 25 percent. VAT rates for each EU member are listed below:

The Netherlands Taxes

Additionally, manufacturers or importers of passenger cars have to pay a special consumption tax (SCT) of 18-27 percent, depending on the price of the vehicle.

A sales tax of 45.2 percent is also assessed on the net value, less an adjustment based on fuel type. There is a 10 percent luxury tax calculated on the gross value of a vehicle older than 90 months.

Registering a Foreign Vehicle in the Netherlands

A person registered as a legal resident in the Netherlands may not own and use a vehicle from another country. Tourists and visitors to the Netherlands, and those living in the country with partial non-resident status under the 30% tax ruling, may drive their foreign-plated car.

The process of importing a foreign-registered vehicle to the Netherlands for personal use is similar regardless of whether it is registered in an EU or non-EU country. 

The RDW (Rijksdienst voor het Wegverkeer) is the national authority for road traffic, transport and vehicle administration.

EU-registered vehicles

There is free movement of goods throughout the EU area, and this applies to all personal belongings including cars and motorcycles. However, an import permit is needed for a tax-free registration of a car or motorcycle. Permits are granted to those who have lived in another EU state for at least twelve months and who have owned the car or motorcycle for at least six months. It may not be sold for 12 months after arrival in the Netherlands. The owner should apply for this permit at the Dutch customs office in their Dutch town of residence (or intended residence).

If moving to the Netherlands from an EU-member state, there are no special requirements for bringing a used vehicle and no additional VAT/BTW will be due provided the car is more than six months old or has more than 6,000 Km on the odometer. 

Non-EU vehicles

If moving to the Netherlands from a non-EU country, privately owned cars or motorcycles may be registered tax-free although a permit is required. It is advisable to apply for this permit from the customs office of the intended district of residence before arriving in the Netherlands. 

A permit may be granted if the applicant has lived in a non-EU state for at least twelve months and has owned the car or motorcycle for at least six months. In addition to the permit, a Single Administrative Document (Enig Document) must be completed.

Vehicle taxes

If the import permit is not granted, the vehicle may still be imported, however it will be taxed.

Taxes that may be involved in the import process are: 

  • Value Added Tax (VAT/BTW)
  • BPM (Bijzondere Verbruiksbelasting van Personenautos). “Green” tax is payable by the first person to register a car or motorcycle in the Netherlands. This does not apply to the first car for those settling in Holland if it can be shown to be part of the families goods and furniture on first arrival into Holland.
  • Import duties (rechten bij invoer)

Registering the Vehicle

Before a foreign vehicle can be used on Dutch roads it must:

  1. Have a registration number, the associated registration certificate (kentekenbewijs) and number plates (kentekenplaaten
  2. Appropriate road tax must be paid
  3. It must be covered by third-party liability insurance

Registration certificate

In order to be issued with a Dutch vehicle registration certificate a vehicle requires a technical inspection to ascertain that it complies to Dutch safety and emissions standards. The inspection is made at an RDW authorised test centre (RDW-keuringsstation). 

The vehicle may not be driven – not even to the test centre – unless the driver has a an “one day registration certificate” (ééndagskentekenbewijs) which can be arranged when an appointment is made.

Appointments are not obligatory for passenger cars from 08:30-12:00 weekdays.

The following will be required:

  • The vehicle
  • Proof of identity (passport or driver’s licence) (Identiteitsdocument, paspoort or rijbewijs)
  • Proof of residence (property title deeds, rental contract, utility bill, insurance certificate) (bewijs van het verblijf)
  • A copy of the foreign registration certificate (inschrijvingsbewijzen van motorrijtuigen)
  • Conformiteitsverklaring if European type-approval has not been issued 
  • A Certificate of Conformity (certificaat van overeenstemming, CVO) if European type-approval has been issued
  • A customs clearance certificate (certificaat van inklaring)
  • A copy of the certificate of purchase 

If the vehicle is three years old or older, APK-testing for roadworthiness is required, however in the case of vehicles imported for private use, the RDW performs both tests simultaneously.

BPM Submission when relevant

After approval, the RDW will issue a declaration form (BPM-aangifteformulier) for motor vehicle tax (BPM). This declaration must be given to the BPM customs authorities at the RDW test centre.

Once documentation is completed, the vehicle registration certificate is sent to the owner’s residence. Drivers are responsible for obtaining their own registration plates. This can be done at a recognised garage (see below).

The vehicle must have at least third party insurance before it may go on the roads.

Dutch Registration Plates

Two number plates are issued for a car and one for a motorcycle. The number plate manufacturer will register the owner’s information and stamp the Vehicle Certificate.

Here are the most important rules for driving in the Netherlands:

  • Drive on the right, overtake on the left
  • 18 years is the legal minimum age to drive a car (or motorbike over 125cc)
  • 16 is the legal minimum age to drive a moped
  • Motorcycle and trike drivers and passengers must wear crash helmets
  • It is compulsory to carry a driving licence, car registration papers and insurance documents in the car
  • Dutch, EU and International Driving Licences are accepted
  • Mobile cellular telephones may only be used with a hands-free system while driving. Even holding a mobile in a moving vehicle is considered an offence
  • Seatbelts are compulsory in the front and rear of the vehicle
  • Children under 12 may not travel as front seat passenger unless using a suitable restraint system
  • Children shorter than 1.35m must sit in an approved car seat or raised seat
  • Headlights should be dipped in built-up areas but it is prohibited to use side-lights only
  • Drivers should pay particular attention to cyclists who may ride two abreast
  • Unless otherwise signposted, vehicles coming from the right have priority
  • Busses have priority when pulling out
  • Trams have priority except where signposted at major junctions

What to Carry in the Car

It is compulsory to carry the following in the car at all times:

  • Driving licence (and a passport if the driving licence does not include a photograph)
  • Car registration papers
  • Motor insurance certificate

It is also advisable, but not obligatory, to carry:

  • A red warning triangle

Road Tax

The RDW has a computer database of all vehicles registered in Holland and monitors these vehicles for roadworthiness (valid APK), road tax and insurance. If any of these are late for renewal the RDW issues a warning with a fixed penalty notice, requesting renewal of the above within a certain time period. It is possible to plead mitigating circumstances (such as out of the country on business) and avoid paying the penalty if the payment for renewal is made as soon as possible after being notified.

BPM Tax

BPM is an additional “green” tax levied by the Dutch tax authority on all cars imported into Holland, whether new or secondhand. This does not apply to the first car for those settling in Holland if it can be shown to be part of the families goods and furniture on first arrival into Holland.

For the second car and importation from any other country, the BPM is applied at 20 percent of the original sales price (excluding VAT) of the vehicle as it would have been sold in Holland, including any additional options on the car such as alloy wheels and leather seats. This is decremented by 2 percent per annum for the age of the vehicle to a minimum of 2 percent for vehicles of 10 years or older. This is assessed by the Customs and Excise department.

The BPM tax is not levied on new vehicles bought for export and there are dealerships that can order right hand drive vehicles for export to the UK.

Roads, Signs and Traffic Conditions

The road network in the Netherlands is dense and busy but in good condition. Rules and road signs are similar to those of other mainland European countries.

There are a large number of cyclist and skaters in the Netherlands and most main roads have cycle lanes; cyclists should always be in the designated lane where available. Bikes always have priority over cars. 

There are no toll motorways in the Netherlands.

Speed limits and road signs

Speed limits are implemented rigorously and radar traps are frequent. Driving over the speed limit and other law infringements are severely punished (fines, licence withheld, vehicle seized). Speed cameras, speed traps and unmarked vehicles are used by the traffic police.

Speed limits for motor vehicles are as follows unless otherwise marked by signs:

  • Autosnelweg (motorway/expressway/freeway): 120 Km/h dropping to 100 Km/h (where marked)
  • Autoweg (main, national roads): 100 Km/h 
  • Built-up areas: 50 Km/h 
  • All other roads: 80 km/h

Driving & Drinking in the Netherlands

The Netherlands has strict drink driving laws, allowing only 220 micrograms per litre of exhaled breath or 0.5 grams of alcohol per litre of blood. Drunk drivers are fined; the fee varies depending on the seriousness of the offence.

It is also illegal to allow a person to drive if they are over the limit.

Drivers who cause death by driving under the influence of alcohol may be charged with up to six years in jail. Injuring someone while drunk behind the wheel of a car carries a sentence of up to three years.

Refusing to take a breathalyser test may incur penalties. Police have the authority to confiscate a vehicle if the driver is caught doing excessive speeds or driving while over the alcohol limit.

Note: If a driver has held their licence for under five years the alcohol blood limit is 88 micrograms per litre of exhaled breath, or 0.2 grams per litre of blood.

Parking in the Netherlands

Parking is not allowed next to black and white or yellow curbs.

There is a severe lack of parking in Amsterdam and other major cities. In an effort to reduce congestion, many cities have a park and ride scheme (P+R-locaties). The driver parks at an organised, out of town location and then finishes the journey on public transport to the city centre.

P-Zone: In almost all urban districts parking is not free. In metered parking areas (marked by a “P zone” sign) parking tickets are available from the central meter machine (usually grey or yellow) at the side of the road. 

The ticket must be displayed in the front window. Failing to display a ticket may lead to the parking police putting a boot (yellow locking device) on the car and fining the driver. If the car is towed away the costs can run into hundreds of Euros.

Meter machines on the street vary in terms of method of payment allowed (in large urban areas, most have English-language directions). In some cases, a bank pin/chip card or credit card will work, or in some cities (Rotterdam is one) parking cards can be bought from the central parking authority (ask at the local town, city or district hall). 

Blue Zone: A time-stamped parking disc – displayed on the dashboard – is needed to park in urban blue zone areas. These discs are available from motor club offices, tobacco shops and police stations.

Parking is also available in large, multi-storey or underground parking garages. Payment may be in cash or by pin/chip cards. 

In more residential areas, permits for residents are available. 

Breakdown Recovery & Emergency Telephones

Yellow emergency telephones on the motorway roadside connect to the ANWB for roadside assistance. The ANWB is a membership service but is open to all road users who are able to subscribe for help from the scene of a breakdown or accident.
