Honduras

Situated in Central America, Honduras has a total area of 112,090 sq km (43,278 sq mi), with a length of 663 km (412 mi) ENE-WSW and 317 km (197 mi) NNW–SSE. Comparatively, the area occupied by Honduras is slightly larger than the state of Tennessee. It is bounded on the N and E by the Caribbean Sea, on the S by Nicaragua and the Gulf of Fonseca, on the SW by El Salvador, and on the W by Guatemala, with a total boundary length of 2,340 km (1,454 mi), of which 820 km (509 mi) is coastline.

Honduras Import Policy

Used vehicles must be less than seven years old. There is neither local production nor assembly of automobiles or trucks in Honduras. Licenses are not required to import a vehicle and there are no quotas. Duties on passenger vehicles are 30 to 40 percent depending on the engine size with vehicles having engines larger than 2000 ccs being charged the higher rate. Other commercial vehicles are assessed a 10 percent duty. Duties on automotive parts and accessories range between 10 and 20 percent of the C.I.F. price. In addition, there are taxes on all imported goods, including an 8 percent VAT and a 15 percent surcharge on the duty. Foreign exchange availability is limited.

Honduras adopted in 1993, the Central American Tariff System (SAC), an eight-digit tariff, based on the Harmonized Commodity Description that replaced the Nomenclatura Arancelaria Uniforme Centroamericano II (NAUCA). The SAC has been approved by Decree No. 222-92 of 10 December 1992.

Honduras is a member of the Central American Common Market (CACM), which also includes Guatemala, El Salvador, Nicaragua and Costa Rica. In theory, there are no duties for products traded among CACM members, although exceptions exist. In 1995, members of the CACM agreed to reduce and harmonize the common external tariff (CET) at zero to 15 percent for most products, but allowed each member to determine the timing of the reductions. In 2002, Honduras lifted tariffs on capital goods and raw materials (including those used for manufacture of pharmaceutical products and agricultural inputs) for those imports produced outside of the CACM. Additionally, tariffs on most non-CACM intermediate goods were reduced to 10% and final goods were reduced to 15%.

Under the Financial Balance and Social Protection Act, imports of ground motor vehicles over seven years old and passenger buses over ten years old are prohibited, except for those considered to be classic collectible cars. Imports of refurbished and right-hand drive vehicles are also prohibited

Important domestic and import tax changes were made under the Financial Balance and Social Protection Act, Decree No. 194-2002 of June 5, 2002. Among the most significant amendments is the duty assessed to the importation of automotive vehicles under tariff headings included in Chapter 87 of the Central American Tariff System (SAC), which was reduced to 15% and an elimination of the tariff based on engine size. VAT of 12% is also imposed (see below) except for trucks, tractors and cranes. A 10% selective consumption tax is applied on luxury vehicles

Ad valorem duties are levied on the CIF value of imported goods. In line with its commitments within the Central American Tariff System, Honduras applies the following m.f.n. rates on goods: 0% on raw materials, and capital goods not domestically produced; 5% on domestically produced raw materials and intermediate goods and capital goods; and 15% on finished goods. Yet the following products do not belong to the tariff reduction scheme: alcohol, automotive vehicles, textiles, and petroleum-derived products.

Internal Taxes Levied on Imports –

• Value-added tax at the rate of 12% is levied on most goods
• The sales tax (Impuesto sobre las ventas) governed by Decreto-Ley No. 24 of 20 December 1963, amended by Decree Law 135-94 of 12 October 1994, is levied at the rate of 15% on beers, liquors, brandy and other alcoholic drinks; cigarettes and tobacco products and its derivatives. The following goods are exempted from the payment of this tax: basic foods, milk, juice, purified water, fuel medicine, agrochemicals, agricultural machines and tools, handicrafts, household cleaning products, books, magazines and educational materials, and capital goods such as trucks, tractors, cranes, and computers
• A selective consumption tax (Impuesto Selectivo de Consumo) ruled by Decreto No. 58 of 28 of July 1982 and amendments of the Congreso Nacional, is levied on some products that are considered non-essential, such as alcoholic beverages at 20%, cigarettes at 55%; it applies also on many luxury items as jewellery, whiskey, wine, certain type of vehicles, and petroleum products
