Iceland is NOT a part of the European Union

The western Balkan countries of Albania, Bosnia and Herzegovina, Montenegro, and Serbia are officially recognised as potential candidates.. The Faeroe Ísland s, Greenland, the Canary Ísland s, the British Channel Ísland s and the Åland Ísland s are not part of the EU customs area. They are regarded as areas outside the EU. There are also some small areas of some EU countries that do not belong to the EU customs area either. The customs rules applying to areas outside the EU are the same as those applying to countries outside the EU.

Denmark is southwest of Sweden and south of Norway. Denmark borders both the Baltic and the North Sea. The country consists of a large peninsula, Jutland (Jylland) and many Ísland s, most notably Zealand (Sjælland), Funen (Fyn), Vendsyssel-Thy, Lolland, Falster and Bornholm as well as hundreds of minor Ísland s often referred to as the Danish Archipelago. Denmark has long controlled the approach to the Baltic Sea, and these waters are also known as the Danish straits. Iceland Custom Duties

Current duty rates generally range from 0% to 30% ad valorem and the average weighted tariff is 3.6%. Some goods enter duty-free, such as meat, fish, and dairy products.

Over 90% of imports are not subject to import restrictions or duties other than the same value-added tax applied to domestically produced goods. Special excise taxes are levied on sugar and some sugar products, potatoes, and motor vehicles. Agricultural products remain the most heavily taxed. In March 1970, Iceland acquired full membership in EFTA. On 28 February 1973, Iceland ratified a trade agreement with the European Community (later named the European Union) leading to the elimination of tariffs on industrial goods. A law authorizing the establishment of free trade zones went into effect in 1992. Iceland’s trade regime underwent considerable liberalization in the 1990s with accession to the European Economic Area (EEA) in 1993, and the Uruguay Round in 1994.

Temporary import of vehicles

Those who intend to dwell in Iceland for a year or a shorter period for employment, study or travel may import a vehicle registered abroad without having to pay duty or import charges, provided that these conditions are fulfilled:

  • 1. The importer is or has been domiciled abroad.
  • 2. The vehicle is intended for personal use of the importer and his family members and others traveling with him and are domiciled abroad.
  • 3. The vehicle is imported or purchased new and unregistered here within a month from the arrival of the importer to the country for a temporary stay.
  • 4. The vehicle will not be used for any kind of transportation of people or goods in return for payment.
  • 5. The vehicle is exported when the importer leaves the country within a year from his arrival here.

Travelers are also permitted to import, following the same conditions, other vehicles than automobiles e.g. motorcycle, caravans, campers and trailers.

The director of customs can ask the importer for documentation, e.g. a temporary employment contract or a temporary lease contract, proving that he only intends to stay in the country temporarily and no longer than a year.

Director of customs in the district where the vehicle is unloaded from the freighter or a ferry is in charge of registration and surveillance of above mentioned vehicles.

If the importer decides to reside here permanently or for a longer period than one year, he does no longer meet the conditions for temporary duty free importation of the vehicle. He must present himself to the director of customs in his place of residence and tell him of this decision. Then the final customs clearance must be made for the vehicle or the vehicle must be exported out of the country.

Insurance

A vehicle registered in the following countries are considered to have a valid automobile insurance in Iceland; Austria, Belgium, Denmark, Faroe Ísland s, Estonia, Finland, France, Monaco, Greece, Netherlands, Ireland, Italy (The Holy See and San Marino), Croatia, Cyprus, Latvia, Lithuania, Luxemburg, Malta, Norway, Portugal, Poland, Slovak Republic, Slovenia, Spain, Switzerland, Liechtenstein, Britain, Northern- Ireland (Alderney, Guernsey, Jersey, Isle of Man and Gibraltar), Sweden, Czech Republic, Hungary and Germany.
If not listed above, importer must produce a valid international automobile insurance (Green card).

Custom clearance

The importer must fill out a special form headed: “Declaration for Temporary Duty Free Importation of a Motor Vehicle/Vessel”. In this document he will give certain general information about himself and the vehicle and that he is aware that he is not permitted to dispose of it by loaning it or selling it to a third party, and additionally undertaking to export the vehicle or pay the charges stipulated by law before the permit expires. When exporting a vehicle the importer must take care to submit to the customs a copy of this declaration (the green copy).

The director of custom can ask the importer to produce specific identifications to validate his information. E.g. the registration certificate of the vehicle, drivers license, a proof of his legal possession of the vehicle (e.g. a copy of the car rental agreement)m insurance certification, certification of the importers domicile abroad and if appropriate a bill of lading and a notice of the freight charges. These documents he will get from the office of the company which transported the vehicle to the country.

Before a final customs clearance is granted, a permanent registration number for the vehicle must have been obtained from the Icelandic Vehicle Inspectorate Ltd.

People are urged to be in good time for the final customs clearance of a vehicle. It should also be noted that a vehicle is cleared through customs according to the customs rate of exchange valid at the time of arrival of the importer, if the final customs clearance takes place within one month from the vehicles arrival to the country. If more than one month has passed, the vehicle will receive customs clearance according to a new customs rate of exchange and the same applies when the selling rate of exchange for foreign currency has increased by 5% or more.

Miscellaneous

Temporary exemptions for tourist operators:

Travel agencies and others, who’s profession is planning of group tours around Iceland, are allowed to import a tour bus, registered abroad for use for the activities of a specific group of tourists, domiciled abroad, without paying duties, provided that the tour bus will be exported when the tourist group leaves the country.

Duty free importation of fuel

Duty free importation of fuel contained in built in fuel tanks of vehicles is permitted, the maximum quantity is 200 liters.

Duty free importation of spare parts

If the above mentioned vehicle breaks down or is damaged it is permitted to import, without paying duties, spare parts for the vehicle.

Special attention is drawn to the condition that it is prohibited to sell the vehicle unless a prior payment has been made of the import charges stipulated by law. It should also be noted, that a vehicle, which has not received a complete customs clearance, serves as a pledge for the import charges and if an importer abuses these customs privileges the vehicle may be seized and sold at a public auction to cover the import charges.

General description of customs procedures in Iceland

On importation and exportation of goods there are following requirements regarding customs procedures.

  1. On arrival or departure a cargo manifest stating the same information as on the bill of loading or Airway bill has to be delivered to customs. The manifest is then used for customs clearance control. This clearance control has for some years been computerised and the main cargo/forwarding firms supply the manifest information with EDI covering ca. 97% of the consignments. Every import consignment has a unique reference number given by the freight forwarder according to regulation.  No clearance is allowed unless the manifest information has been delivered to customs. In some cases of urgency special clearance permit is allowed although complete information is not available.  
  2. The manifested cargo is not to be removed from the premises of the forwarding firm unless the goods have been cleared through customs. The forwarder is liable for customs duties if the goods are removed from his premises without permit. The accommodations for keeping goods have to be accepted by the customs authorities.  
  3. Customs officers can inspect goods at any step of the importation procedure.  
  4. Consignments can be stowed in bonded warehouses or a tax-free zone. Special regulations cover those procedures but the main purpose is to split up consignments to the convenience of the user. In the case of tax-free zone some processing is allowed.  
  5. To be able to clear goods for free circulation an entry form has to be filled out, signed and handed over to customs with following supplementary documents:
    • Bill of loading/Seaway bill/Airway bill.
    • Commercial invoice, or similar information if invoice is not available.
    • Bills/invoices covering cost of delivery other than stated on the commercial invoice (freight, packing, insurance and forwarding charges and fees) in accordance with the customs value (cif on import, fob on export).
    • Other documentation if necessary to determine the goods.
    • Permits and certificates if necessary according to the legislation covering the respective commodities.  
  6. Clearance by customs authorities was computerised in 1988 and covers all importation aspects, f. ex. calculation of duties, manifest/inventory control, statistics, accounting and other fact-finding and control mechanics.    
  7. Electronic data interchange, EDI, in customs clearance has been introduced and covers about 98% of the decalations of import and export firms. 
  8. Clearance can be made through customs in some minuets if EDI is used but may take longer time if manually processed and then usually few hours.  
  9. Declarants can appeal against customs decisions to the local customs director if they believe that customs value, tariff heading or duties are wrongly levied by customs officers. They can reappeal to a special customs procedures committee which gives the final verdict.  
  10. Customs valuation procedures is based on WTO rules of valuation. Tariffs are applied to the c.i.f. value in imports and f.o.b. value in exports. The method of pre-shipment inspection is not practised in Iceland. In cases of fraude, valuation is somtimes optained with the assistance of customs outhorities of the orginating country.  
  11. Minimum prices or reference prices are not used as bases for customs valuation. Average prices for tariff headings and exporing country are somtimes used as guidance to discover discrepancies.  
  12. There are no special formalities for importation of goods other than mentioned before such as licences and special permits.

I. Excise duty and VAT:

Most motor vehicles are subject to an excise duty upon import. The excise duty is calculated on the basis of the customs value of an imported vehicle.

All motor vehicles are subject to a 24.5% value added tax. Upon importation, the VAT is calculated on the basis of the customs value plus the excise duty.

The excise duty on motor vehicles is as follows:

A. Private cars:

The excise duty levied on private cars is based on the engine capacity, measured in cubic centimetres, as follows:

b) Dumpers designed for off-highway use, of a gross weight 4 tons or more.
c) Snow-ploughs.
d) Self-loading or self-unloading trailers and semi-trailers for agricultural purposes
e) Snow-mobiles, weighing 700 kg. or more.
f) Navigable vehicles on wheels designed to travel over both land and water.
g) The following motor vehicles, provided that they are of a gross weight exceeding 5 tonnes:
i) Tractors principally designed for semi-trailers or for hauling another vehicle.
ii) Motor vehicles for the transport of goods.
iii) Trailers and semi-trailers for the transport of goods.
iv) Motor vehicles for special purposes; breakdown lorries, crane lorries and more, not principally designed for the transport of persons or goods.

2. 10% excise duty:

Tractors.

3. 13% excise duty:

a) Chassis fitted with engines for motor vehicles.
b) Bodies for motor vehicles.
c) Trailers and semi-trailers, other than for transport of goods.
d) The following motor vehicles, provided that they are of a gross weight not exceeding 5 tons:
i) Crane lorries and mobile drilling derricks.
ii) Trailers and semi-trailers, for transport of goods.
iii) Tractors principally designed for semi-trailers or for hauling another vehicle.
iv) Motor vehicles for the transport of goods.
v) Motor vehicles for special purposes, breakdown lorries and more, not principally designed for the transport of persons or goods.

4. 30% excise duty:

a) Motor vehicles for the transport of 10-17 persons, including the driver.
b) Motorcycles.
c) Snowmobiles.

II. Weight tax and disposal charge on motor vehicles:

A weight tax is levied on all motor vehicles, regardless of fuel source. The tax for every taxation period (6 months) is calculated as follows: 6.83 krónur for each kg up to 1,000 kg, 9.21 krónur for each kg up to 3,000 kg, and 2,277 krónur for each begun tonne after that. However, the tax shall neither be less than 3,416 krónur nor more than 41,193 krónur for each taxation period.

A disposal charge of 350 krónur is levied on each vehicle for each six-month period. This charge is payable for fifteen years from the date of the first registration of the vehicle in this country, except when the vehicle is aldready 25 years old at the beginning of the payment year. The charge is an environmental tax that is intended to finance the disposal of the vehicle at the end of its useful life. Once the vehicle is delivered for scrap, a 15.000 krónur refund will be paid to the owner.

VAT is not added to the weight tax or the disposal charge.

III. Excise tax on petroleum and diesel fuel for motor vehicles:

An excise tax is levied on petroleum. The tax is calculated in two steps. The so-called general excise tax is 9.28 krónur pr. liter, and the so-called special excise tax is 32.95 krónur pr. liter (34.92 krónur if the petroleum contains lead). Therefore the overall excise tax on petroleum is 42.23 krónur (44.20). A tax of 45 krónur per liter is imposed on diesel fuel (this tax is temporarily reduced by 4 krónur per liter from July 1st 2005 until July 1st 2006) for motor vehicles. Diesel fuel for certain purposes (e.g. space heating) is exempt from this tax in which case a dye is added to the fuel to distinguish is from taxed fuel.

A 24,5% VAT is added on to the selling price after the inclusion of the excise tax.

IV. Weight distance tax:

Motor vehicles in excess of 10 tonnes are subject to a special weight distance tax, calculated on the basis of the weight of the vehicle and the number of kilometers driven, as follows (these rates apply as of July 1st 2005):
