Situated off the eastern edge of the Asian continent, the Japanese archipelago is bounded on the N by the Sea of Okhotsk, on the E and S by the Pacific Ocean, on the SW by the East China Sea, and on the W by the Sea of Japan. The total area of Japan is 377,835 sq km (145,883 sq mi). Comparatively, the area occupied by Japan is slightly smaller than the state of California. It extends 3,008 km (1,869 mi) NE–SW and 1,645 km (1,022 mi) SE–NW and has a total coastline of 29,751 km (18,486 mi).
Import Duty in Japan
The Japanese tariff system is administered by the Customs Bureau of the Ministry of Finance. Under pressure from trading partners alarmed over their trade deficits with Japan, the government in 1979 agreed to implement over an eight-year period (subsequently accelerated) a series of tariff cuts and associated market-opening measures known as the Tokyo Round Mutual Tariff Reductions. The Tokyo Round lowered the effective overall tariff rate from 3.7% to 3%, one of the world’s lowest, with nearly half of all imports entering without levy. As of 1997, the tariff was 2%. However, import duties remain relatively high for certain agricultural and manufactured goods. In 1987, tariffs were removed from tobacco and liquor (except beer and sake), and the rates on aluminum products were lowered. Quantity quotas and tariff quotas are still applied to some goods. There is a free trade zone at Naha, on Okinawa; no free trade zones function on the main islands.
1109 Import Clearance Procedures for Vehicles
When a vehicle bought in a foreign country arrives in Japan, an arrival notice is issued by a shipping company, etc. The consignee should confirm the storage place of the vehicle and conduct clearance procedures at the customs office holding jurisdiction over the storage area.
Clearance procedures can be made either by an individual or by a customs broker.
Documents required for the clearance procedures include import (duty payment) declaration form, invoice, freight account of cargo, statement of premium due, and bill of lading.
A general import declaration is required for anyone intending to import a vehicle which was driven in a foreign country. If a vehicle is imported as a part of household goods to be moved, it may be exempt from tax under certain conditions. This requires submission of an import declaration form, necessary documents to be declared, passport(s) (of the applicant and accompanying family members), three Application Forms for Duty-free Importation of Household Goods including Vehicles, one Declaration of Accompanied and Unaccompanied Goods (the ones approved by the customs when entering Japan), and a document that certifies the vehicle has been driven, such as a vehicle registration in a foreign country. (However, if the said vehicle is transferred to a third party within two years of the date of import permit, it is subject to duty.)
It is necessary to register an imported vehicle at the Land Transportation Authority to drive the vehicle in Japan. Please contact the nearest Land Transportation Authority for details, including necessary documents for vehicle registration.
