Jersey and United Kingdom
The Bailiwick of Jersey is a British Crown dependency off the coast of Normandy, France. As well as the island of Jersey itself, the bailiwick includes the nearly uninhabited islands of the Minquiers, Écréhous, the Pierres de Lecq and other rocks and reefs. Together with the bailiwick of Guernsey it forms the grouping known as the Channel Islands. The defence of all these islands is the responsibility of the United Kingdom. European Union Customs Duty
The European Union is a customs union which means that the same import duty rates are applicable in all member states.
European Union Tariff Rates
Motor vehicle imports from non-EU and non-EFTA countries are subject to common external tariffs (CET) that range from 5.3 to 22 percent.
- Passenger Cars: 10%: passenger cars 12.5%: electric-motored cars
- Trucks: The CET for diesel- and gas-engine trucks is either 11 or 22 percent, depending on the vehicle engine capacity.
- 11%: diesel or semi-diesel trucks with an engine capacity of 2.5 liters and below; gas-engine trucks not exceeding 2.8-liter engine capacity
- 22%: diesel or semi-diesel trucks with an engine capacity exceeding 2.5 liters; gas-engine trucks exceeding 2.8 liters
- Dump trucks are subject to either a 6 or 17 percent duty, depending on engine capacity
- 6%: dump trucks with an engine capacity of 2.5 liters and below 17%: dump trucks with an engine capacity exceeding 2.5 liters
- All trucks made specifically for the purpose of transporting highly radioactive materials are subject to a 5.3 percent CET.
EU’s Single Internal Market (“EC-92”) and the Type-Approval Directive
The EU’s single internal market became official on January 1, 1993. Part of the “EC-92” effort includes the initiative to remove technical barriers to the free movement of products within the EU. The program’s greatest impact on the automotive sector has been in the area of standards. The EU Commission has attempted to harmonize automotive technical and environmental standards between the member states. EU legislation also covers noise and particulate emissions, as well as safety. For example, as of January 1, 1993, all motor vehicles in the EU must have a catalytic converter.
In addition, the EU’s type-approval directive (EU Council Directive 92/53) eliminates the need for national type-approval requirements by establishing one set of rules for automobiles and their parts throughout the EU. This directive aims to clarify the type-approval procedure for motor vehicles, separate technical units (i.e., trailers), and components. It simplifies the documentation, designates the type-approval number on a separate technical unit as certification of conformity, and defines vehicles, separate technical unit(s), and component(s). Certificates of conformity, as specified in Annex IX of EU Directive 92/53, will be required in order for an automobile to enter into service. For component approvals, an approval issued under relevant regulations of the U.N. Economic Commission for Europe (UNECE) is recognized as equivalent to an approval granted under comparable EU legislation.
In March 1992, the EU Council formally adopted the few remaining pieces of component-related legislation necessary to make whole-vehicle type approval a reality for passenger cars. In June 1992, EU member state officials approved the adoption of EU legislation creating a single system for certifying that passenger cars meet safety and other technical requirements. The legislation established a EU type-approval system to replace the twelve member state national schemes.
In 1996, the EU type-approval system became mandatory. Vehicles with EU type-approval can be marketed anywhere in the Community. Therefore, a vehicle need only receive type-approval certification in one EU country to be accepted in all other member countries. To receive type-approval, products may either be brought to a testing facility or manufacturers may opt to maintain their own approved, on-site equipment. Nevertheless, U.S.-and EU-origin automobiles must still be certified to this single set of rules by an authorized member state agency. A similar system was adopted for type-approval of two and three wheeled vehicles, and became effective on January 1, 1994. Value-added taxes (VAT)
As part of the establishment of the single internal market, the EU member states have also begun to harmonize their VAT rates into a narrow band of approximately 15 percent. Until that time, VAT rates are country-specific, and in some cases, sector-specific; the rates fluctuate between standard, reduced and luxury VAT rates. UK Import Rules
Duty structure and rules are the same as in EU. With UK entry into the free trade area of the EU, a tariff-free area has been created. In addition, the United Kingdom uses the EU’s common external tariff for non-EU imports. Rates range from 2% to 14% on most goods. The four principal types of import charges are customs duties, agricultural levies, value-added taxes, and excise duties on goods such as alcohol, tobacco, and tobacco products. VAT is 17.5% of the total CIF value of the car including the import duty.
Importing Process
It takes us three to five working days to get your new vehicle shipment ready once your money has reached our account. While we wait for deregistration process, we get all the accessories installed and reserve a container on the ship heading to your port. As soon as deregistration occurs, we secure it into a container and send it your way. When it arrives at a port close to your home, the transport company should oversee the disembarking but will charge an extra fee for removal, storage and paperwork. (Dock clearance and customs clearance charges can vary but are between £100 and £250 and go up from there as you use more services. You pay your dues and get the vehicle released. The biggest costs will be Vat and import duty. This duty is set at 10% of the value of the car, including shipping and insurance. The Vat is then calculated at 17.5% of the total value of the car including shipping, insurance and import duty. You then drive it to a ESVA Center to get it compliant to British road safety standards, they make your vehicle compliant and arrange the test, once it has passed the test you pay the agreed upon fees and get vehicle released. ESVA includes a string of minor adjustments such as fitting separate rear indicators and second indicator bulbs on the side of the car. The test itself costs £150 plus Vat, and it is best to consult a specialist garage in advance to find out the cost of the modifications the car will need. Average bill comes to about £450-650, including parts, labour and VAT. You get your insurance on the phone and then drive it to the registration office. Once it is registered, you drive your prized possession with pride and satisfaction.

Customs Duty and VAT
Once your car reaches the UK, it must be cleared, complied and registered before it is ready to be driven. Both import duty and VAT must be paid at the point of import. Import duty is 10% and VAT is 17.5%. Please note that the customs duty of 10% is charged on the ‘landed value’ of the vehicle. This means what you paid (supported by Jim Autos ‘ purchase invoice), plus the shipping costs including insurance to the point of entry to the EC. And they will ask for evidence so please save your receipts. The VAT is paid not only on the price of car and shipping costs but also on the import duty. Not fair, I know but what can you do.

The only way you can get out of paying the tax levy is if you have owned the car for more than 6 months in the country of your import and if you intend to keep it for your own use for at least a year after entering UK. It is not enough to claim that you have lived in a foreign country, you must not only prove that you have lived in the country of your import for those 6 months too but also prove that the car was driven, licensed and insured during that time by you.
It is better to prepare for this step long before your car arrives in UK. Contact DVLA and Customs office. When you reach the Vehicle Enquiry Unit of the DVLA at 0870.240.0010, ask them for a personal import pack. (Alternatively, write to DETR VSE1, Zone 2/01, Great Minster House, 76 Marsham Street, London SW1 4DR, or visit the DETR website at: www.roads.detr.gov.uk). Some other helpful numbers: UK Department Of Transport is 0171-271-4651, Vehicle Registration Office help line is 034-595-9755 while DVLC is at 017-977-2134. VRO Information line is 034-595-9755.
Import Pack includes:
- the booklet ‘How to Import a Vehicle Permanently into Great Britain’;
- Form V100, which explains registering and licensing procedures and gives a list of Vehicle Registration Offices; and
- Form V55/4, which is an application form to license a vehicle in the UK for the first time.
Don’t panic when you see Pack’s bulk. At first glance, it seems more daunting than it really is. The most important form in the pack is the V55/5 or V55/4, this form allows you to register your car once you have imported it.
Next step is to contact Customs and Excise Office at 0171-865-3000 (or 0130-422-4372) and ask them to send you a VAT Notice 728 pack. It will include form VAT 415, ‘New Means of Transport – Notification of Acquisition’.
Your VAT 728 Notice pack you received earlier takes you through what you need to do. Once paid, you’ll receive a VAT certificate (C&E 386 or 388). The VAT is 17.5% of all of the following:-
- the price paid for the vehicle (supported by Jim Autos ‘ purchase invoice);
- the cost of transport and insurance and any commission to the point of entry into the UK (all supported by documentary evidence, where possible); plus
- the import duty
When converting the price paid from foreign currency into Sterling, Customs will use the rate of exchange in force at the time the documents are presented.
You will need form C104A which enables you to clear UK customs. If, however, you are importing your vehicle into UK for a temporary period, you will need to use form No. C104F.
Next, customs will ask you to complete a form C&E386 or C&E388 plus the Dept of Transport (DOT) Notice PI1 and leaflet V277 which sets out the legal requirements that you must satisfy before you register the vehicle.
Generally, you will pay VAT with your import duty at the point of importation, but in the unlikely case that you did not pay it, the Vehicle Registration Office (VRO) will forward the information to the VAT office when you go to register your vehicle. The VAT Office will send you an invoice based on the documents supplied to and you have thirty days in which to pay this invoice. Once you pay the invoice, you will receive a receipt/certificate as proof that you have paid the V.A.T. due in the United Kingdom – C&E386/388.
