Import Process

Ports

Cars are imported in the following ports: Kinshasa, Port of Banana, Port of Boma and Port of Matadi. Both container transport and roll on roll off are used to transport cars. Many times vehicles land in Mombasa and Dares Salam ports and customers then arrange inland transportation to DR Congo regions near Tanzania and Kenya.

Mombasa has the lowest port fees, followed by Dar es Salam and Matadi which has the highest port fees.

Age restriction

Effective June 17th, 2013, a regulation imposed by Ministry of Commerce and Ministry of Transports of Democratic Republic of the Congo will apply to imported second-hand vehicles.

Decree #12/041 enforced by the Government of the Democratic Republic of the Congo (DRC) fixes the rules on the age limit and conditions of used vehicles imported into DRC.

  • imported second-hand cars or buses (below 10 seats) must be less than 10 years old,
  • imported second-hand buses (10 seats and more) and vans must be less than 7 years old,
  • imported second-hand lorries must be less than 10 years old.

Moreover, importers have to provide the below documents for customs clearance prior loading at port of origin:

  • original car registration document or legal copy,
  • legal conveyance certificate,
  • original vehicle inspection certificate or legal copy of the country of origin.

Should the imported vehicles not comply with this decree, they will be destroyed or re-exported at cargo expenses.

This regulation concerns the entire territory of the Democratic Republic of the Congo, East Africa and West Africa entry corridors. Currently no road-worthiness inspection is required.

Custom clearance Documents

  • An original or certified copy of the vehicle registration document (V5C or logbook).
  • Original Bill of Lading (OBL)-The OBL must show chassis number, engine number, and cubic capacity, year of manufacture, brand and model.
  • Commercial or purchase Invoice.
  • Legal conveyance certificate.
  • Original certificate of vehicle inspection or legal copy of the country of origin.

Import taxes rates

  • Custom Duties ranges from 8% to 46.1%
  • VAT ranges from 8% to 13%. When applying the VAT, the D.R. Congo uses the tariffs as set by the Common Market for Eastern and Southern Africa (COMESA).
  • Excise taxes may apply
  • You may need to pay an import declaration fee (IDF) prior to clearance alongside other used vehicle import taxes and duties. In Mombasa, this fee is either 2.25% (of the total value of the vehicle), or 5000 Kenya shillings (about $60 USD), whichever is higher.

Custom Unions

DR Congo is part of COMESA

The Common Market for Eastern and Southern Africa (COMESA) is the largest regional economic organization in Africa, with 19 member states and a population of about 390 million.

COMESA has a free trade area, with 19 member states, and launched a customs union in 2009. COMESA (19) countries include: Burundi, Comoros, D.R. Congo, Djibouti, Egypt, Eritrea, Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Sudan, Swaziland, Uganda, Zambia, and Zimbabwe.

DR Congo’s import duties range from a low of 8 per cent to a high of 46.1 per cent.  DR Congo also applies other duties and charges such as  VAT, Maintenance and repair facilities are limited both in expertise and availability of parts.

Leaded gasoline and diesel fuel are reliably available in the capital and generally available in country’s interior. Because octane ratings are not high, the performance of engines designed for premium gasoline may suffer. Unleaded gasoline is not available, so catalytic converters should be removed before shipping vehicles to DR Congo. Although diesel fuel and leaded gasoline cost roughly the same amount, better fuel efficiency makes diesel engines more economical and a better choice for up-country travel. Fuel theft is not uncommon, so a lockable gas cap is highly recommended.

Undercoating, undercarriage protection, heavy-duty suspensions, and off-road packages are practical options for DR Congo. Tubeless tires can be repaired in the capital city, but inner tubes are recommended for up-country travel. Spare parts can be hard to find. Include in your household effects a good supply of belts, filters, gaskets, hoses, headlights, windshield wipers, fuses, power-steering and brake fluids, spark plugs, a distributor, a condenser, and tires. For up-country travel, bring emergency equipment, such as a strong jack, spare tires, tire pumps, jumper cables, winch or tow ropes, first-aid kit, and racks.

When traveling outside the capital city, four-wheeled drive vehicles are advised because the roads are in disrepair. During the rainy season, many upcountry roads become impassable.

DR Congo is a part of COMESA. Members of COMESA are Angola, Burundi, Comoros, Democratic Republic of Congo, Djibouti, Egypt, Eritrea, Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Sudan, Swaziland, Uganda, Zambia and Zimbabwe. Finally, SADC comprises Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe.

DR Congo (Zaire) does not have many paved roads, including those in the capital city. The remainder is constructed of lateritic soils. These roads are often rough, and in poorly drained areas become impassable quagmires during the 6-month rainy season. In addition, the coastal salt air attacks car finishes, radiators, air-conditioning systems, and the chassis. For these reasons, simple, rugged automobiles, rust proofed and undercoated, and with good ground clearance are recommended.

Heavy-duty springs and shock absorbers are mandatory for up-country travel, as is air-conditioning to provide relief from heat, humidity, and dust. Four-wheel-drive vehicles are recommended. Unleaded gas is not available in DR Congo. Catalytic converters must be removed before shipment or after arrival here.

DR Congo Duties

In 1959, the four territories of French Equatorial Africa joined the Equatorial Customs Union (Union Douanière Equatoriale— UDE), within which goods and capital flowed without obstruction. The UDE was expanded in December 1964 to include Cameroon and together they formed the Central African Customs and Economic Union (Union Douanière et Economique de l’Afrique Centrale—UDEAC). The Republic therefore had no customs system of its own. In early 1968, the Central African Republic left the UDEAC to join an economic union with Zaire and Chad, but in December 1968 it returned to the UDEAC. As of 1993, the Central African Republic was a member of both UDEAC and CEEAC.

The UDEAC covers the entire range of commodity trade and bans all import and export taxes between member states. Goods and merchandise originating in member states are exempt from various taxes except in special circumstances. The gains derived from import duties in member states go into the state budgets, but to offset the advantages gained by transit trade, especially to coastal countries, a share of import duties is deposited in a common fund. There is a uniform customs tariff levied against all third parties, but since the UDEAC countries are associated with the common market, imports from EU countries receive a reduction in customs duties. Imports from outside the franc zone require a license. Customs evasion through the smuggling of goods across the Democratic Republic of the Congo and Cameroon borders is a serious problem. Such goods are sold at 10–40% off the price of legitimate items, depriving the government of significant revenue.
